The deleted notes on your iPhone or iPad is not deleted permanently, they are moved to a temporary folder in the Notes App known as “Recently Deleted”, until and unless you go into Recently Deleted folder and delete them second time.

Steps To Recover Deleted Notes From iPhone, iPad or iPod Touch
Step 1: Connect iOS Device with Computer
